Government: Directive on the promotion of renewable sources.

The Industry Committee asks the Senate to allow the installation of up to 200 kW per hectare

Directive of the European Parliament and Council on the promotion of energy from renewable ..
requests have been made some very significant:

plants in agricultural areas (Article 8, paragraph 5)
for photovoltaic systems with modules located on land in agricultural areas, for access to incentives, the Commission seeks to raise from 50 to 200 kW per hectare ratio of rated output and the ground surface in the availability of the applicant and the Commission also seeks to exclude from this limit - and up to 1 MW of nominal power - the marginal land, fallow, abandoned industrial sites and polluted areas of property military and quarrying exhausted.

The government can find simplified procedures for the realization of the plants, including the financing of the project, to encourage local use of these priority areas, and to extend the simplified procedure enabling in barracks military, depleted quarries and brownfield sites for plants above 1 MW. It 'also asked to introduce an authorization procedure easier and faster for new renewable energy plants built to replace the old equipment.

incentives (Article 22)
- Set the entry into force of new incentive schemes in 2014 instead of 2013 in order to give stakeholders more time to design and achieve their investment
- Introduce a mechanism for encouraging a "feed-in premium", consisting of a fixed component and an incentive fee for the electricity that would follow the trend of the market price of energy;
- Introduce the obligation of the person authorized to construct the facility to pay - upon request - a contribution varies depending on the type and size of the structure and provide adequate financial guarantees and economic and technical in order to counter the speculation sale of permits.

Regional Energy shares
- Establish a burden-sharing, which is to divide the share of renewable energy that each region must produce, in order to instruct the local authorities in achievement of national targets for 2020. It is suggested to introduce a mechanism for the allocation of regional objectives, the basis of technical considerations, assessment of potential resources and uses in the area.

Renewable energy in building regulations (Article 8)
will be asked to require municipalities to privilege - in their instruments of urban planning and building regulations - plants in areas already built, with priority for industrial and commercial establishments, and to promote innovative solutions for the use of photovoltaic systems in urban areas of particular value.

Tuscany, a new bill under consideration for photovoltaic

will not be affected by the new rules, more than 1 megawatt plants that have stood the test of being subject (without the negative environmental effects). For systems under one megawatt, the procedure follows the current rules if the solution is complete the connection (provided by Enel) and environmental opinions needed. For systems under 200 kilowatts (and not less than 20 kW), the bill also foresees a ban cumulation: if there are facilities close within 200 meters of each other are considered as one system.
Another provision in the bill: the provinces will have 90 days to submit, in consultation with the municipalities concerned, a proposal for delimitation of areas within the "cone of vision and scenic areas, agricultural and scenic value and cultural particularly in those areas. on N may be granted permission for the installation. Also within 90 days, the provinces must also submit proposals to locate in agricultural areas DOP (Protected Origin) and PGI (Protected Geographical Indication) areas deemed suitable for the installation and now excluded from the new law.
urbanized areas are suitable no value cultural and scenic areas pertaining to the building without the architectural and historical value; degraded areas such as abandoned mine sites and abandoned quarries, for which there is acknowledged as a historical or cultural landscape , discharges, deposits aggregation and destruction, subject to the provisions of reclamation. All requests for the installation affected by the new legislation will have a plan for dismantling and disposal.
remains open the node for the granting of permits for the installation to non-farmers. "This is an open proposal - plus the chairmen of regional commissions. - Which we believe responds well calibrated to the needs of environmental protection and landscape and potential for development in this area "

How Much Should I Charge For Invitations

flu shot: The release of the Cultural Paediatricians

influenza vaccination: why we must speak hours

With regard to influenza vaccination 's Paediatricians Cultural Association considers it necessary to follow the official recommendations distributed by the Ministry of Health for the 2010-11 season.

We declare our readiness to participate in the discussion on the potential opportunity to extend the indications for influenza vaccination if demonstrated its benefit on the basis of robust scientific studies, which consider the outcomes specified by the Ministry and they are explicitly free from conflicts of interest. However, we believe that this discussion should be a collaborative support by the scientific societies with respect to a central decision-making body responsible for vaccination policies. In this body must still rely on recognizing the 'authority and decision-making power.

Deprecated strongly that, as a number of years is taking place in Italy, he tries to force a change in vaccination policies expressed in non-scientific premises and not institutional positions differing from those ministries are not always supported by clear evidence and free from conflicts.

We reiterate along with useful Ministry of the importance of personal protective measures to reduce transmission of influenza viruses. Highly recommended hand washing (in the absence of water, use of alcohol gel), the good respiratory hygiene, cover nose and mouth when sneezing or coughing, handling tissues, promote the voluntary isolation home of persons with febrile respiratory illness, especially in the initial phase and the use of masks by persons with flu symptoms, if present in healthcare settings.
We agree with the choice to emphasize the role of ministerial first estimate attributed to the choice of washing hands, a practice recognized by the World Health Organization (WHO) as a the most effective in controlling the spread of infections, not just influenza, even in hospitals.

vaccination for healthy children aged between 6 months and 24 months (or up to 5 years) is instead an issue currently under discussion by the international scientific community. The data available so far do not allow you to share a positive evaluation for the purpose of achieving a significant reduction of risk of death, hospitalization, serious illness , despite the Health American, Canadian and some European Union countries have chosen to vaccinate these children. Risk of death, hospitalization and serious illness are the outcomes of vaccination that must be demonstrated to justify its offer active and free to the entire population of healthy children: this is what the Ministry says, and we fully agree with this statement. In the absence of evidence of effectiveness with respect to these outcomes, as in past years influenza vaccination has been offered in an active and free only to children older than 6 months with severe chronic illnesses.

Given the weakness evidence of effectiveness in relation to the outcomes listed ACP intends to engage in the next flu season in an ad hoc study, independent and free from any conditioning, hoping for a massive participation of Italian paediatricians.
We are aware that the evidence is weak even for those at risk and specific evaluation studies would be useful for them, these people must be judged satisfactory but also the achievement of outcomes as less important than the simple saving of a few days disease since those days of illness may, for example, coincide with the start of a cycle of chemotherapy or may intervene in a period of severe immune impairment. In a word, we believe that, in agreement with the Department, you should find it useful to their vaccination in the absence of contrary evidence.

Gone are the contributions to the GSE Land

GSE DATA ON SOLAR:
ACHIEVED 8,000 MW for land

said on the GSE during a 'hearing in the Senate already January 25, 2011.

Now he has followed the news that the overall power plant photovoltaic year, which to date have applied for admission to the incentives the GSE is equal to 2,800 MW to more than 140,000 plants.
year alone 2010, so the new installed PV capacity would be equal to
1,850 MW, an increase of 160% compared to the power came into operation
in the previous year (711 MW).

are also made to the GSE communications for more than 55,000 plants
a capacity of 4,000 MW, in addition to operating plants mentioned above, and expects to recognize the 2010 rates to facilities
photovoltaic that will come into operation by June 2011 .
assess such requests can be deduced that:
- in 2011 was already achieved the target of 8,000 MW that National Action Plan on renewable sources provide, for the years 2020 to
photovoltaic systems on the ground.

remains a consideration:
If you already have an ongoing negotiation Ground, you can apply to accelerate practices while maintaining the goal of bringing the system The connection BY 30-June-2011.

For all other situational, and Alternative Proposals are under consideration, the Staff of EnergiaFree However to achieve the plants on land.

Few pediatricians in ASL. The investigation Altroconsumo

is what detects the association of consumers through a survey of 40 local health authorities of 9 Italian cities. In almost all cities the number of pediatricians is insufficient: only exception Palermo and Turin. Meanwhile, over the question of access to quality with positive reviews in most cases.

Some have accepted the only pediatrician on the free area and must drive 15 kilometers to get there. And who, having found a doctor who has adequate time to their business needs, is forced to hear only the phone. Finding a pediatrician available in Italy is not always easy, as noted by a survey made by the association Altroconsumo which, for the third year, has fallen in the field by consulting the doors of 40 local health authorities where you choose withdrawal and the family doctor and pediatrician in nine cities: Milan, Turin, Naples, Rome, Genoa, Bari, Florence, Bologna and Palermo.
The objective was to assess both the quality and completeness of the information provided by employees, physicians and the availability of vacancies.

First, in order to properly choose a pediatrician is a list, ie a list of doctors who practice in the area of \u200b\u200bresidence of the citizen. In 26 of the 40 branches examined by Altroconsumo the list was found hanging on the wall or enclosed in a binder available for consultation. In 12 cases it was not necessary to contact the clerk for a copy or see it, with a useless waste of time in the queue.

information deemed most important when choosing a pediatrician office hours are and whether a physician works by appointment only. The date of birth (and thus the length of training) may be useful information to parents. But the survey indicates that some employees do not give information on citing privacy reasons, as happened in a local health authorities in Bari, or that the list posted on the wall is out of date, as in a local health authorities in Genoa.
Specifically, the survey indicates that the date of birth of the doctor was available in 5 of the 40 local health authorities are consulted (two belonging to the city of Florence, le altre a Bari, Napoli e Roma).

Palermo, in particolare, sembra essere la città offering less in terms of information, providing only Asp in its name and address of pediatricians.

However, the lack of information or the lack of an adequate number of pediatricians does not automatically translate to a low approval rating from the citizens regarding access to care. For example, if the Bolognese define "critical" the availability of paediatricians, the feedback is positive, however, accessibility to services in all local health authorities examined by the investigation. In contrast, Palermo do not report problems in the choice of a pediatrician, but judged "poor" access to care.
addition to Bologna, particularly positive reviews also Torino.

Secondo Altroconsumo è a question of numbers: the Convention that regulates the relationship between pediatricians and local health authorities in each municipality provides that there is a pediatrician for every 600 residents aged between zero and six years. Your doctor may have treated up to 800 patients, but also much larger, between 0 and 14 years of age. In fact in a child six years - notes Altroconsumo - could also be transferred to the general practitioner. In general, however, parents prefer to leave children in care by a pediatrician until 14. "This - said Altroconsumo - creates a big management problem: the number of pediatricians is determined according to the children who have less than six years but, in practice, patients treated by a doctor there are many more. In Milan, for ensure coverage pediatric mandatory, has increased the number of patients per doctor. A buffer would have been more appropriate to increase the pediatricians. "To the problem has also occupied the Antitrust Authority, noting that the mechanism for calculating the number of pediatricians is not likely to provide an adequate service to users. The association Altroconsumo, Cittadinanzattiva together, it was therefore already turned to the Ministry of Health to request amendment of the calculation of the number of pediatricians, "Children are entitled to better service."

Pediatrics on "Big Print" 2010: The special issue of Medical and Child

Ma rimane forte la convinzione che la loro lettura possa essere utile (anzi, sia in qualche modo irrinunciabile) per ogni pediatra che voglia agire in piena consapevolezza dei progress (those "real") and the problems of pediatrics who are around the work with his head down every day. And in some way give meaning and perspective. When you subscribe to one or all three major medical journals, simply scroll through the titles each week, reading some abstracts, the study of specific articles, the choice would surely be fairer and more productive for everyone. Choice of which I am sure you will not regret (and certainly some of you have not already).

Meanwhile, what "Doctor and Child " can do is offer the usual roundup of reviews (eighty this year) and hope that reading them can be welcome and useful in some way. And maybe that will entice the direct reading of the "mainstream press".
